STTR Phase I Commercialization Plan

My company and I are currently developing our application for a September submission. We are working with an advisor that, for a separate project, received feedback for his STTR Phase I application. In his feedback, the reviewers mentioned having a brief commercialization plan. I was under the impression this may not be necessary for a Phase I STTR.
